Hon. Harold Furchtgott-Roth, Ph.D. brings unique telecommunications industry experience to Telcare. From 1997 through 2001, Mr. Furchtgott-Roth served as a commissioner of the Federal Communications Commission. In that capacity, he served on the Joint Board on Universal Service. He is one of the few economists to have served as a federal regulatory commissioner, and the only one to have served on the Federal Communications Commission.

He frequently consults on issues related to the communications sector of the economy. From 2001- 2003, Mr. Furchtgott-Roth was a visiting fellow at the American Enterprise Institute where he completed the writing of A Tough Act to Follow, a book about the difficulties implementing the Telecommunications Act of 1996.

Before his appointment to the FCC, he was chief economist for the House Committee on Commerce and a principal staff member on the Telecommunications Act of 1996. Earlier in his career, he was a senior economist with Economists Incorporated and a research analyst with the Center for Naval Analyses.

Commissioner Furchtgott-Roth received a Ph.D. in economics from Stanford University and an S.B. in economics from the Massachusetts Institute of Technology.

Hon. Jay P. Lefkowitz brings a wealth of legal and intellectual property expertise to Telcare. He is a senior partner in the New York office of Kirkland & Ellis, LLP, where he serves on the firm’s worldwide management committee and specializes in complex trial and appellate litigation. He also provides strategic counseling to corporations and individuals, and conducts internal investigations.

Mr. Lefkowitz has also served in several senior Presidential appointments. Most recently, he served as United States Special Envoy for North Korean Human Rights from 2005 – 2009. Prior to that he served as Deputy Assistant to the President for Domestic Policy and General Counsel in the Office of Management and Budget for President George W. Bush. Earlier in his career, he served as Director of Cabinet Affairs and Deputy Executive Secretary to the Domestic Policy Council for President George H.W. Bush.

Mr. Lefkowitz is the author of numerous essays about law, politics, and religion, which have appeared in The New York Times, The Washington Post, The Wall Street Journal, The Washington Times, The Public Interest, The Jerusalem Report, Commentary and other publications. Mr. Lefkowitz is a graduate of Columbia College and Columbia Law School.

Adm. Roscoe M. Moore, D.V.M., M.P.H., Ph.D. brings substantial experience in public health to Telcare. He is former U.S. Assistant Surgeon General, in which capacity he served four Presidential administrations. He received his Doctorate in Veterinary Medicine and Science from The Tuskegee Institute; his Master of Public Health in Epidemiology from the University of Michigan; and his Ph.D. in Epidemiology from The Johns Hopkins University.

Prior to his retirement from the Public Health Service in 2003, Adm. Moore coordinated all Africa programs for the US Secretary of Health and Human Services. Prior to his appointment in the Office of the Secretary of Health and Human Services, Dr. Moore served in a number of leadership positions at the US Food and Drug Administration, including a posting as Chief Epidemiologist in the Center for Devices and Radiological Health. He has taken leadership roles in the surveillance of emerging and re-emerging diseases worldwide, bioterrorism issues, and the safety of bioengineered foods.

Hon. Jonathan B. Perlin, M.D., Ph.D., M.S.H.A., F.A.C.P. brings unmatched health systems and clinical process improvement expertise to Telcare. He is Chief Medical Officer and President, Clinical Services Group of the Nashville, Tenn.-based HCA. In his role as Chief Medical Officer, Dr. Perlin oversees strategy and performance at HCA’s 173 hospitals and 140 outpatient centers. His current activities include developing and implementing electronic health records throughout HCA and a national program seeking to eradicate healthcare associated infections.

Before joining HCA in 2006, Dr. Perlin was Under Secretary for Health in the U.S. Department of Veterans Affairs. As the senior-most physician in the Federal Government and Chief Executive Officer of the Veterans Health Administration (VHA), Dr. Perlin led the nation’s largest integrated health system. At VHA, Dr. Perlin directed the project which provided care to more than 5.4 million patients annually by more than 200,000 healthcare professionals at 1,400 sites, including hospitals, clinics, nursing homes, counseling centers and other facilities. A champion for implementation of electronic health records, Dr. Perlin led VHAs performance to international and domestic recognition as reported in academic literature and lay press and as evaluated by RAND, Institute of Medicine, and others.

Dr. Perlin has a Masters of Science in Health Administration and is a Fellow of the American College of Physicians. He received his Ph.D. in pharmacology and toxicology (performing research in molecular neurobiology). Dr. Perlin earned his M.D. as part of the Medical Scientist Training Program at Virginia Commonwealth University Medical College of Virginia Campus.
